is it illegal to sending emails to all students in a university for business propose?

I receive those email every day – such as
1) working home to make $XXXX per week
2)enlarge your P****

I was told it is illegal to send spam emails in USA.
how about other countries?? even in USA, there are very few people got trouble becaude doing spam. so you get 0.1% to be arrested, and you may make a big money.
